The WIPO Standing Committee on Copyright and Related Rights (SCCR/24) is discussing an international instrument for blind and visually impaired people at its 24th session. Issues under negotiation include the definition of "authorized entity" and "reasonable price", as well as the provision on cross-border exchange of accessible materials. These and other technical details are important because they will determine how effective or useful any treaty eventually is. For example, it is important that the definition of authorized entity includes libraries.

The Committee session ends on Wednesday, 25th July 2012.
